Suspicious Activity Reporting & Case Management
Early in October 2001, YHD implemented the first Internet-based Suspicious Activity Reporting (SAR) system. This system, known as the FBI SHIELD Report was immediately successful and ultimately generated "more than 300 solid investigations".

The Director of the FBI stated YHD and its ERN provided "outstanding assistance" in connection with FBI investigative efforts and expressed gratitude for our "immeasurable help" to FBI employees. More >  

The ERN's SAR supports risk management by dynamically collecting the "dots" from those most likely recognize suspicious or unusual activity that may identify criminal activity, public safety vulnerabilities, violent extremism and security breaches.

The ERN conforms with relevant regulations, guidelines and mandates including 28 CFR. The ERN guides Analysts in the processing and management of raw and finished intelligence from the initial report to closure.

Relevant intelligence which meets the criteria of the National SAR Initiative (NSI) can easily be shared with eGuardian and other related programs as local policies dictate.
